The racers will require this to take part in British Cycling competition, so I'll go through the various options. None of it is compulsary for anybody in Vortex Race Team, but having the 3rd party insurance can be useful, there are also other places you can get that, like the CTC, I'll list other links at the bottom.
Bronze Membership: £13

Personally, I'd go for silver or gold if you're considering joining British Cycling, the events the bronze membership provisional licence gets you into are few and far between, so you'll be struggling to find much use for this one.
Silver Membership:£36

This one will allow you to purchase a full race licence, is probably the most popular one, has the 3rd party liability cover when you're on your bike.
Gold Membership: £64

In addition to your British Cycling Membership, if you're taking part in road & track races, you're likely to need a full race licence, this will cost an additional amount as below. If you're only doing time trials a provisional licence should do (I'll check that's still valid for 2013), but you'll be unable to compete in any national time trial championships, they require a full licence.
Senior (over 18): £32
Junior (16-18): £13
Youth (12-15): FREE
Under12: FREE
If you're not racing, but are doing sportives & commuting, British Cycling do their 'Ride' membership at £24 that allows you third party insurance & legal aid. But remember that if you choose to race later on in the year you'll have to go for one of the race memberships above, so only choose this one if you're sure you don't want to race in 2013. A sportive is not considered a race.
